Provider Reimbursement Stability Act Intended to Improve Predictability and Fairness

ASRA Pain Medicine joins the American Medical Association (AMA) and other physician and health care groups to urge members to support proposed legislation that would regularly reevaluate medical practice costs to prevent large swings in payment rates.

Rep. Greg Murphy, MD (R-N.C.), and Rep. Tom Suozzi (D-NY) recently introduced the Provider Reimbursement Stability Act (H.R. 8163), which would update the budget neutrality threshold, require the Centers for Medicare and Medicaid Services (CMS) to evaluate base costs for running a practice every five years, and revise how CMS addresses incorrect billing codes.

The AMA reports that Medicare physician reimbursement has declined by approximately 33% from 2001 to 2026, when adjusted for inflation. Physician groups warn that continued erosion in payment contributes to practice instability and accelerates consolidation, with potential impacts on access to care—especially in rural and underserved areas.

The bill’s supporters say that, if passed, the legislation would reduce year-to-year volatility in Medicare payments and improve long-term accuracy in service valuation. The bill is focused on improved predictability rather than changes in individual procedure payments. Ongoing advocacy supporting Medicare reform is believed to be essential to sustaining independent practice and patient access.
